Brown Bear: Help

OK so here is a brown bear who is in a very small enclosure of concrete. There was nothing in the enclosure and it was the most depressing enclosure I have ever seen which looked ot be from the 1920's or earlier it was so depressing. But I do beleive this zoo is just waiting on more money in order to build a better enclosure. I can't find myself to blame a zoo in a country that has gone through so much but perhaps they should have tried to relocate the animals that they couldn't keep in decent sized enclosures rather than keep them

So with this photo I made the bear black and white because as we all know this is how animals were kept so long ago and the bars in colour to show that it is still happening. Hope that makes sense I'm a little sleepy
